Answer in brief

Ihram and miqat

Is the umrah miqat for residents of Makkah limited to Tan'im, or may they enter ihram from any area of the Hill (halal land), and which is most preferred?

Answer in brief

Residents of Makkah and anyone staying there must make the intention for umrah ihram from the nearest halal land, from any direction, and the place is not limited to Tan'im. If a person makes the intention within the Haram but exits to halal land before tawaf, the umrah is accepted without a dam. If he performs tawaf, sai and shaving without exiting, the umrah is valid but a dam is due, which is the view Imam al-Nawawi held to be correct. The most preferred place is Ji'ranah, followed by Tan'im and then Hudaibiyah.
