Answer in brief

Standing at Arafah

Should the voluntary fast of the Day of Arafah follow the date of the wukuf in Saudi Arabia or the date in Malaysia when the two differ?

Answer in brief

In Malaysia, the start of Dhul Hijjah is determined by moon sighting and announced by the Keeper of the Rulers' Seal. The Day of Arafah is fixed on 9 Dhul Hijjah according to local time and date, even when the wukuf date in Saudi Arabia differs, because the moon's rising points (matla') vary from place to place. Muslims in Malaysia who are not performing hajj should observe the voluntary Arafah fast on the Malaysian date. Fasting on the Day of Tarwiyah, which is 8 Dhul Hijjah, is also encouraged.

From the fatwa (Malay original)

Oleh itu, umat Islam di Malaysia hendaklah menunaikan puasa sunat hari Arafah mengikut perkiraan tarikh melihat anak bulan Zulhijah di Malaysia dan tidak mengikut tarikh wukuf di Arab Saudi.
